I’m not sure if you have already resolved this, but if not, I found a solution to this problem today. To get the “Activate over the phone” dialog that I was familiar with from previous versions of Office, you have to run one of the office apps with elevated privileges. In other words, right click on the icon and chose “run as administrator”, then click on the yes button.
