If you turned on Require Windows Hello sign-in for Microsoft accounts aka: passwordless sign-in , you will not see the Users must enter a user name and password to use this computer check box. You will need to turn off Require Windows Hello sign-in for Microsoft accounts first.
In addition, turn off require sign-in on wakeup. I did uncheck the option in netplwiz, entered my full email adress and password, but windows keep asking me to enter my password when i wake up my laptop. Even worst, it forces me to create a Windows Hello PIN code every time and i had to do it to access my device!!
